Panjin Fine Chemical Park Launches Smart Platform to Boost Safety, Digital Transformation

Panjin Fine Chemical Industry Development Zone Administration Committee officially kicked off the construction of a smart park platform in November 2021, laying a solid foundation for the zone’s safe operation and digital transformation. The platform’s integrated development is advancing in two phases.

Phase I, completed and accepted in June 2023, integrated data resources and existing information systems to launch an emergency dispatch and command center as well as a comprehensive decision-making platform. This phase initially achieved full coverage of basic management in safety, environmental protection, emergency response and fire control, establishing the park’s core operational framework.

Phase II construction was fully initiated in December 2023, focusing on hardware deployment, software development and platform operation services to build a dual "safety + intelligence" system. On the hardware front, key equipment has been installed and commissioned, including smart emergency tools (broadcasting systems, integrated communication devices, emergency supplies), smart security solutions (high-altitude surveillance cameras, closed-circuit monitoring), smart environmental protection facilities (Fourier transform infrared (FTIR) remote sensing vehicles, rainwater monitoring stations) and smart safety infrastructure (enterprise data collection servers). For software, progress has been made on video centralized storage and management platforms, 3D oblique photography and data collection/analysis systems. By aggregating multi-source data, the platform enables "unified management via a single dashboard," further strengthening the park’s safety and intelligence barriers.

Panjin Bonheur(Dalian Kien's self-own factory), a leading enterprise in the park, has upgraded in tandem with the management system. Its remote equipment monitoring, centralized sewage treatment and unified hazardous chemicals management have all been transformed into intelligent operations, safeguarding safe production.
